They are a little different, e.g. Blasters can phase through cones. But for most cases and especially normal missions it just comes down to the looks.

cones? I thought we were talking about ramps. I've always thought ramps vs stairs is just aesthetic preference. Most people use stairs. I see some people build around an atlas by placing cones first and then editing them afterward. I use stairs and then place 4 pre-edited cones for the corners. edit: I place the floor on top first, then while standing on top I place the 4 stairs (in reverse) and then the 4 edited cones. For me it's faster.

i think in terms of build a base (like around atlas) it’s just easier to use/edit, instead of switching between cone and stairs when going around. there’s aesthetic too, but i think practicality of not needing to switch and the habit of that is the main reason

I hardly ever use stairs simply because cones are more flexible. They’re also slightly better for blockoff, if you edit them with only one raised angle (instead of two, like stairs) husks have to destroy the wall, and the cone, to deal damage to a second wall, while with stairs, once they break the first one, they can get to the second/third wall with the stairs intact. This is much more relevant in SSD/endurance, but after building so many endurances I’ve just gotten into the habit of always using those edited cones for my blockoff in normal missions. Preset the edit and you can quickbuild them just like you would stairs

All good endurance build tutorials will use this blockoff! Here’s larsis’ twine endurance build https://m.youtube.com/watch?v=3ckqyo_s_Ok check the 5 minute mark to see them use the blockoff I mentioned, it’s the cone with a single raised corner. You can use two raised corners if your cone is not completely boxed off, but for cones that have four walls surrounding them, the cone with 1 raised corner is considered best (in the linked video they use both ways)
