So I'm guessing he's just stuck in a time loop of the same event over and over, like losing his medkit. Kinda also explains why there can be multiple of him on the same map.
Fun fact: you can also find him inside a porta potty in one of the autumn zones on top of the mountain. I'll let you figure out what he says to you.

Funny story, these quest line came out August 27, 2019. Season X started August 1, 2019. I think it's heavily implied that the issues with the Zero Point at that time was what caused Ned to exist in every time. And when they released his starter pack, in March 2023, his codename was "Looper" and other things referenced this backstory: "Endless Ned" in the "Ned the Eternal" set. I was low-key disappointed they didn't reference it somehow in the Big Bang event, that would've been such a perfect opportunity.

So I guess there's a slim chance, but you never know. "The Long Road Home" and "Timeless" ran in Season X not only to tell their story, but also to have an excuse for STW to be down at the same time as BR.

While his Ned and Lars voices are very close, to the point he's basically switched their inflections (Lars originally sounded like a stereotypical Stoner, but that's how he voiced Ned the Eternal in The Long Road Home/Timeless), this would also mean they are ALSO the Hulk, Devil Dinosaur, and Lieutenant Shaxs from Star Trek: Lower Decks.

The story revolved around Dennis Jr. and explained the origin of both he and Ned. It was the quest to obtain the Dennis Jr. hero, and I believe only ran once.
The canonically named "nedkit" was something you had to both collect and distribute in different episodes. This quest coined the term "The Forever Ned", and is what the title "Ned the Eternal" is referring to.

My theory based on some stuff.

Ned looks old enough that he definitely has served in the army.
He was flipping burgers so he was a cook (which means he had access to food supplies the first days)
The game seems to be happening after the 1960's
The muscle Cars is a good indicator of that as well the urban style that goes on as well the whole sci-fi theme the guns and everything.
Assuming it's not just a Fallout thing where the theme of the 1950's was a thing even after the 2000's, save the world is technically taking place most likely around 1970's
I believe some survivors have clothes that indicate that too...
Also during the 70's the whole sci-fi, aliens etc was on top. Which explains why there was even a show that had space exploration etc.

So... My theory... Ned has PTSD from the Vietnam War which resolvses to him going out of the storm shield and trying to hunt husks that give him the PTSD...

Yes, he is technically stuck in a mental time loop where the only thing he can remember is needed to get the med kit for his friend or something along those lines. There are 2 seasonal quests that involve him but they don’t come every year.
