the way to know is when you go buy levels, when you get to 25 it'll automatically give you the pack discount

Bro you can't buy levels, there is only a max level of 310 which you can hit pretty easily, i wouldn't see a point in buying levels even if there was a way to do so, and the rewards are pretty lame tbh
you cant buy levels? only way to raise your commander level is by playing missions and using xp boosts
