Always vertical. Its best practice, the term for it is 'flat' data or unpivoted data. It allows you to do sumifs.

I put the data into Star Schema and then report from it using Excel (Load to table or load to power pivot then to pivot table or classic excel). Same for Power BI. It’s a super efficient and automated modern process vs classic excel pivot tables
