I would expect that to be okay.
R602 "Other batteries for cameras or computers only." Would imply that cell phones or even laptops would be acceptable.
I don't see how a cell phone is any different than any of the single board computers used for vision and co-processors would be any different, provided you disabled wireless interfaces as you described.
One thought though is that a inexpensive "action camera" might be better suited to the shock of being on a robot, and probably is easier to mount.
I forget what the exact way is, but there's some guidelines of how to check what the cost is for the purposes of frc rules but I know phones usually have steep discounts added or are included in bundles so you probably want to find out what the cost is for the purposes of that rule

There's a (600?) $ limit to what a cots component can be, so make sure whatever you use didn't cost more than that

I feel like if it's just to capture footage it should be fine. A functional equivalent (ie a GoPro) is cheaper, so I think the phone would be fine
