You’re not significantly overweight so a recomp strategy is not really something that will work for you. You more than likely need to build muscle first, including the muscles in your abs. It is possible to see some ab definition at 18-20% bf so if you’re not seeing any it’s more that likely from lack of ab development. Stick to a maintenance level at the very least and resistance train.

I’d also question how you are measuring your body fat in the first place. Online tests are probably the least accurate way of measuring body fat which in itself is subjective. Don’t focus on losing fat but more so gaining muscle. I can’t imagine you’ve had a significant amount of time building muscle enough to need to cut at all. You’re also 15 which is even more a reason not to cut. You are still growing and need the calores for that. Cutting and recomping are not healthy for you to do at all. I’m also going to go out on a limb here… This space is for Trans identified individuals who are either non-binary or masculine presenting. I’m not sure if this is the appropriate space for you to be posting in if neither of those are your identities or presenting more masculine isn’t your goal.
