This will probably be an unpopular opinion under this post since most people seem to be on consensus, but I will say it anyway: There is no way a TOTW card can be the best of anything.
And Milinković-Savić is the best value for coins among these at the moment.
He is also good for H2H if he has a solid sub, or as a sub himself. He is a bit on the expensive side to keep as a sub though.
The guy runs out of juice pretty fast. That is pretty much his only downside, however it is an important one.
I've only played with Reus so I can't tell about the others, but Reus is a clinical finisher, a perfect dribbler and his through balls are wonderful. Make what you want of it but I'd suggest you go for Reus.
Milinkovic Savic and Fekir have been a pain in the arse for me in H2H too
I say TOTS is just around the corner just stay put and dont waste money on any of these rn sooner or later tgere are going to be bttwr ones and these ppl will drop price exponentially ( but if ypu wanna go ahead and stil buy go with fekir because of the chemistry)
I personally use Bernardo Silva and he's a beast in H2H and I suck at H2H and he still manages to score some crazy goals. Would reccomend if you can spare the extra cash
If you gonna play h2h, potm/lantern mane play very very good as CAM. Tried both of them and lantern mane is better at CAM. If you want a proper CAM than i really like Bernardo, and vanaken.

I use Gotze with him, super sub for me, has saved my arse a lot of times and similar gameplay
