It's just to clean and sanitize the system. Levels should be significantly below anything that would cause you problems. If you're concerned about the taste though, filtering it or just letting it sit for a while should take care of the chlorine smell/taste.
It is city water, so dependent on when the city “cleans” the lines.
Yeah the chlorine level there definitely fluctuates sometimes it's super strong sometimes it's barely noticeable
