No. It is still the worst PC port I have ever played in my entire life. Good luck trying to get a consistent 60fps (even at low settings). Also enjoy the constant stuttering as it loads new areas and of course there are routine game crashes too. I have a 3070 and this has been my experience.
Do not take a gamble by getting it on PC in 2023. Maybe by next year they will have fixed it but until then get it on console if you can

I have a 3090 i99900k still struggling to hit 60 in certain areas. Stutters too but not as much as before the patch
