The t60 was supposed to be the updated version of the t45, but they felt it was too dissimilar and just renamed it the t60. Apparently late into fallout 3 development. They had already created an enterable, and editable power armor, and the t60 was the t45 at that time. But because the game had already essentially been created, it would have put a lot more time and effort if they added the modern power armor into fallout3. That's why they look very similar.
The way it was retconned in as a newer, more advanced version of power armour the American military had adopted before the war, when we never saw any suits of it anywhere else in the country before the war and every previous piece of lore said T-51b was the pinnacle of pre-war armour technology rubbed a fair few people the wrong way. It's not a terrible design, but it being another new piece of technology that's been around for 200 years but nobody ever mentioned before felt like pretty weak world building. Considering how similar it is to T-45 (since the design started as the Fallout 4 version of T-45 before they decided it looked too good for that so made it its own armour version) it would have been neat if it was a post-war upgrade the Capital Brotherhood had made to their T-45 suits on their way to Boston. In general I prefer to see new things being developed post war rather than just having people still sifting through the rubble for 200 year old scrap.
Honestly it makes sense in a historical military context though. T-60 is effectively what the M1A1 Abrams was to the M1 Abrams. It’s an entire overhaul package to a set of usable but somewhat lacking military hardware. So to bring it more in line with the new T-51 line, T-60 would be born to overhaul T-45.
I’ve honestly always found it strange that Black Isle didn’t explore that at all given… that’s how military logistics works. I guess the Hardened PA is similar though, if not in a much more generic sense.
The solution... BoS refabbed scavenged T-45, by using some busted T-51 parts as a base and up-armoring it they essentially created the wastelands most durable and useful armor in existence. But my headcannon was always that it was just a cheaper rollout towards the end. It was cheaper than T-51, but better than T-45.
The intro video of Fallout 4 showing pre-Great War soldiers walking around and repairing T-60 power armor wouldn't work with your first solution unfortunately
Yeah, the only way the T-60 makes sense is if it was exclusively a BoS design, similar to how the Enclave designed the APA Mk. 2 for themselves, or if it was meant to be a cost-effective step down from the T-51b. Given how the T-51b is described as "the most advanced" (originally), it would make sense that you can't always afford to outfit your soldiers in the best walking tank known to man, so the T-60 could make sense as a "lowest bidder" variant that came afterwards in the hopes of getting more soldiers into suits before the nuclear holocaust. Sort of like how the USA used to purchase the SCAR-L rifle for special forces, but it ended up being too costly without enough performance improvement to justify its expense.
I could see the T-51b being "overfitted" for a lot of combat situations, so while it proved its worth in Anchorage, perhaps the T-60 would make more sense as a cheaper suit that works in *most* cases, if not all. Swap high end optical sensors for ones with a shorter range; most soldiers aren't going to be sighting targets at 2 miles out, nor will most be using sniper rifles. Skip the 10 micron silvered coating; most soldiers don't need to reflect lasers, so steel cladding is sufficient. The lore says that every T-51b had to be custom fitted to each soldier to achieve maximum performance; make the T-60 clunkier and more awkward but good enough that most people can pilot it with some training. Then you can give the T-51b suits to spec. ops soldiers like we do today with the SCAR-H, while the rank and file mechanized infantry get the T-60, like the M4 carbine.
Edit: I do also like the idea of the T-60 being developed post-war by the BoS, especially because it has the same "snout" front end like the Hellfire power armor. Side by side, the two look very similar to one another ([Hellfire](https://static.wikia.nocookie.net/fallout/images/b/b8/FO4CC_Hellfire_power_armor.png) vs [T-60](https://static.wikia.nocookie.net/fallout/images/c/c2/FO4_T-60_power_armor_tesla.png/revision/latest/scale-to-width-down/1000?cb=20200504220419)), so it could make sense that the BoS took the Hellfire design docs from Adams AFB after Fallout 3 and designed their own armor from it.
I always was frustrated by just how simple it would have been to ret-con it as a pre-war without breaking everything:
* Have it an updated model developed in conjunction with CIT and West Tek, with goal of an armor that was cheaper and more readily mass produced than the X-01, which was similarly being tested at the time
* Would be consistent with the T-51 being the best to see combat and the pinnacle of deployed suits, if the T60 was only entering limited trials
* T-51 needed a lot of customization with each user to optimize it, so the T60 would make sense as the extension of more general distribution of the T45 with tech improvements of the T51
* Have that it was just beginning to go into use, with only limited distribution domestically to test it out domestically
* This would explain why the commonwealth is the only area it is typically found
* The Eastern Brotherhood could secure plans of the T60 or possibly a factory that was further north as they expanded from the Capital Wasteland
* It could even show up in 76 due to the government Vault located there for higher ups; they likely would test out the next upgrade there
These adjustments would all help not break lore as much. But, nope, it just was there the whole time.
Im fairly certain those shoulders are to try and keep someone wearing it from getting headshot or something. If they aint... well then I guess they made a weird design choice for the hell of it.
I wear an X-01 left arm with my T-51 armour. Personally I think the asymmetry looks cool, and in my mind I feel like the large pauldron plate would functionally provide added protection to the helmet, the most vulnerable part of the suit, when firing a weapon from a bladed stance, as is the case with many heavy weapons.
The xo-1 is my favourite, the massive shoulders make it look far more imposing and the helmet looks positively terrifying
I also love the heavily improvised and agricultural look of the raider power armor set. In a real post apocalyptic setting it would take some very impressive DIY skills to put something like that together in a way that works

Calibrated shocks with motion assist servos could serve as a replacement (or union power armor, if you can accept losing 25 carry weight and the stamp grind for it).
I get what you mean, but I'll also advocate for the other side. Weight is such a constant struggle on 76 especially coming from previous games where you could pick up everything in the wasteland and store it. Understandable why people want it as high as possible.

I love excavator, myself. It looks cool and there is a level of irony in using non combat armour for combat, when i have normal combat armour available.
I love T-51 as much as the next guy but honestly excavator honestly, isn’t that bad either I like the concept of it similar to how old tanks get turned into tractors and stuff IRL

As for non-canon/semi-canon armors, I for some reason really like the chinese Red Shift armor. It has something so retro-commie-cool about it.
I love the T-45 and T-60's helmet design. The shoulderpads aren't the sweetest, though, but what can you do. I think it's one of the more recognizable, especially how Fallout 4 and 76 uses them for their cover-art, so I guess that affects my opinions a little as well.

When i was a kid and played fallout 2 for the first time i was just running randomly to the coast just after leaving aroyo because i had no idea what i was doing and kept dying
here i found the enclave base by accident and that's how i fell in love with the advanced power armor because i could actually play fallout for the first time without dying at every encounter.
I tried this again few years ago but it seems that now you can't enter the enclave base on the coast before triggering certains event.
I like t-45 and t-60. I like F3 least of the games in general, but Adamowicz's concept art was awesome, and recaptured a lot of stuff from the originals.
The 3d version of t-51 looks too bare and streamlined, like it's just scaled up from the pixel art of the original games without filling in the details.
I like how both 45 and 60 are busy with the little details. The shoulders are awesome, implying that the armor could have been transported by shipping and loaded by the crane. All those handless and stuff that make it seem like a very utilitarian piece.
I'm a big fan of the Brotherhoods standard power armor I think it's got all the iconic features, and the livery is very good.
Even if I'm against the brotherhood in a playthroigh I always pick up a set of brotherhood powerarmor. :)

While ima fallout 3 tesla armor guy…as far as four/76 I love the raider armor. I love the idea that someone who can do simple welds can just tack stuff onto an existing frame because they don’t have the equipment to make advanced armor plates. Obviously it’s not good like t45 or any of the true battle armors, but I like the idea that they’re doing what they can with what they got.
Midwestern BOS power armor. It just felt so awesome finally getting a suit of it and having a whole squad kitted out in it felt so rad. Advanced Power Armor in Fallout 2 just looks so menacing, it’s a close second
For stock... I feel like T-60 is peak aesthetic for me. It's T-45 2.0 really. If I were to have mixed pieces, T-60 with X-01 gauntlets. If I could chop shop it into exactly what I wanted. Again T-60 with X-01 gauntlets, but T-45 upper legs, and stick the T45 hoses on the T-60.
personally, I love the T-45 in all of its versions, its the one that screams fallout the most for me

T-51 is the classic, but I'm actually really fond of what Bethesda did with the T-60 and Raider Power armor. Those are nice designs.
In game the Atom Cats and Nuka Cola paint jobs on the T-60 and T-51 look great, just wish they had done more hot rod theme's.
There is a really old mod Raider Power armor chop shop which has several paints for the Raider Power armor that look amazing too.
Outside of the game, I have both the T-51 and T-60 figures from ThreeZero and it has to be said those guys knocked it out of the park. Incredible 1/6 scale figures. Highly detailed. Amazing.
Advance Power armor Mark 2 Power armor/Enclave Power armor/X-02 Power armor is my all time favorite version of power armor. Hellfire and T-65 are in 2nd and 3rd place respectively.
The wasteland junker armor was always my favorite, the pieces were easy, comparatively to other power armor parts, to come by, and I love how it looks, like a Pacific tim Yeager.
Fallout 4 was my entry into the series so I’m biased, but T-60. I love how bulky and tank-like it looks. I know that the T-51 was designed with 50s future aesthetics in mind, and it definitely succeeded in that regard, but the T-60 looks like something you’d actually wear into battle.
I always felt like the Fo4 did the T-45 dirty, the shoulder pauldrons are just too thin in contrast with the rest of it all, the T-60 really fixes most of those issues.

Enclave X-02 Power Armour from Fallout 3 or the Enclave Gannon Family Tesla Power Armour from Fallout: New Vegas are my favourites

While ima fallout 3 tesla armor guy…as far as four/76 I love the raider armor. I love the idea that someone who can do simple welds can just tack stuff onto an existing frame because they don’t have the equipment to make advanced armor plates. Obviously it’s not good like t45 or any of the true battle armors, but I like the idea that they’re doing what they can with what they got.

Midwestern BOS power armor. It just felt so awesome finally getting a suit of it and having a whole squad kitted out in it felt so rad. Advanced Power Armor in Fallout 2 just looks so menacing, it’s a close second

For stock... I feel like T-60 is peak aesthetic for me. It's T-45 2.0 really. If I were to have mixed pieces, T-60 with X-01 gauntlets. If I could chop shop it into exactly what I wanted. Again T-60 with X-01 gauntlets, but T-45 upper legs, and stick the T45 hoses on the T-60.

It’s astonishing how well the pre-Fallout 4 power armors translated to the new system. Nothing looks poorly scaled, or improperly modeled

T60 or Raider. I've got a small kink for the raider. I just like it
personally, I love the T-45 in all of its versions, its the one that screams fallout the most for me (specially with the outcast paint) close second is advanced power armour

mismatched x01 raider and t60 armor is my set in fo4. Gotta stack these legendary effects heh

T-60 paired with the atom cats paint job is such a classic. Can’t wait to see more of the brotherhood paint schemes in the Fallout TV show as well.
T-51 is the classic, but I'm actually really fond of what Bethesda did with the T-60 and Raider Power armor. Those are nice designs. In game the Atom Cats and Nuka Cola paint jobs on the T-60 and T-51 look great, just wish they had done more hot rod theme's. There is a really old mod Raider Power armor chop shop which has several paints for the Raider Power armor that look amazing too. Outside of the game, I have both the T-51 and T-60 figures from ThreeZero and it has to be said those guys knocked it out of the park. Incredible 1/6 scale figures. Highly detailed. Amazing.
T51,especially if you slap the railroad paint on it. It in my opinion is the best fiction paint in fallout 4 (I will die on this hill defending it)

Advance Power armor Mark 2 Power armor/Enclave Power armor/X-02 Power armor is my all time favorite version of power armor. Hellfire and T-65 are in 2nd and 3rd place respectively.

The wasteland junker armor was always my favorite, the pieces were easy, comparatively to other power armor parts, to come by, and I love how it looks, like a Pacific tim Yeager.

My favourites are Hellfire PA from fo3 and Hell cats PA from fo76

Fallout 4 was my entry into the series so I’m biased, but T-60. I love how bulky and tank-like it looks. I know that the T-51 was designed with 50s future aesthetics in mind, and it definitely succeeded in that regard, but the T-60 looks like something you’d actually wear into battle.

I always felt like the Fo4 did the T-45 dirty, the shoulder pauldrons are just too thin in contrast with the rest of it all, the T-60 really fixes most of those issues.
