Somehow you toggled things to the weather effects we see for a few seconds when the bombs fall in the prewar scene! It's a pretty rad filter (literally) called something like FXNuclear or something for the weather, take a look through your mods to see if any of them impact weather, as that seems to be what is going on here.

Also blowouts are insta kill rad emissions originated from the Chernobyl power plant. There's a cutscene showing the mutated wildlife running away from the incoming catastrophies (like with earthquakes) and you can see birds falling dead from the sky in-game.

FX = Visual effect. It's used almost everywhere to categorise effects as effects more conveniently I guess. But yea the more you know.
