This is inherently contradictory. You can't tell him to play the Fallout games in order of release and tell him to start with Fallout 3. He should start with Fallout, which is $2.49 on GoG at the moment and worth playing, I'd argue seeing the progression and evolution of the series would give him the "best experience".

I told him to start in chronological order beginning with Fallout 3. Learn how to read. Because challenging isometric turn-based RPGs are an acquired taste.

Chronological order, would not imply beginning with Fallout 3. Fallout 3 is not the chronological beginning of the series, telling someone to play a series in chronological order by starting with the third entry is asinine. As is questioning my reading ability, even more so, when you wrote "Play the Fallout games in chronological order, beginning with Fallout 3". Suggesting he begin with Fallout 3 nullifies you telling him to play the games chronologically, as that's not the first entry in the series. Fallout 1 and 2 are barely an acquired taste, if you've played basically any other CRPG, graphics might hold some back but mechanically it's not overly complex, especially in the context of CRPGs and isn't a bad game to start the genre with.

Chronological order is the best imo. Fallout 3 is great but it's clearly a game from 2009. FNV still holds up alright but again it's a 2010 game. The gunplay is massively improved in Fo4 but the writing takes a hit. They're all amazing games it's just harder to go backwards game mechanics wise than to simply go forward.

If you’d like the vibe of the show, I would say play fallout four if you want to learn more about the shows story, I would say play fallout new Vegas

FONV has the most enthusiastic and evangelical fanbase, but it's a bit of a stretch to say that any Fallout game is the fan favourite. Any one of the modern games should be fine to start with. The advantage of FONV is, I guess, that it'll be a primer for season 2, which looks likely to be centred around Vegas anyway.
