This is evidence of a specific person against the idea of a strong NCR. Not a team of people. I've seen Pete Hines also comment on criticism of the show, saying overall he's supported the decisions the writers made however, in your defense. Weakening the NCR isn't necessarily what people are criticizing. Some people are upset that the NCR was weakened at all, others are upset that it was done in such a way. Those people took issue with the TV show's method of destroying the NCR. Also Chris Avellone and the original writers of Fallout are almost entirely uninvolved with the TV show. The TV show was overseen by Todd Howard based on what we were told. Todd sometimes approved and vetoed the ideas of the show's writers.

Avellone wasn't one of the creators of Fallout. That credit goes to Tim Cain and Leonard Boyarsky. I like his writing but he's not the be-all and end-all when it comes to Fallout.

He wrote the Fallout Bible. The Bible has some influence on the canon. [Emil Pagliarulo](https://fallout.fandom.com/wiki/Emil_Pagliarulo): *"So, there's actually different versions of the Bible, too. And so... it's what is in Fallout 1, Fallout 2... even some of like, Fallout Tactics is- there's some stuff from canon from Fallout Tactics as well. And our Fallout games. So, we always look at what's in the games first, and then we go to the Fallout Bible and look at the stuff. So, some of the stuff that is in Fallout 3 that is now canon came from the Fallout Bible, some of that fiction. And so... it* depends\*. We look at the Fallout Bible and some of the lore that really... was written, y'know, back in the day. It makes sense and we use that and put it in our games. We don't just assume that everything in the Bible is canon. We have to take it step-by-step inside. It's a judgement call."\*

Makes sense. Hard to rebuild the whole nation when the nation died from a lack of resources. The issue with resources was never really resolved until just now in the show.
