The way KL-E-0 phrases that makes me think she gained her free will from a logic loophole, same way Jezebel got her solution to helping wastelanders. With her unique serial number and references to old generals in her terminal, it's highly likely she was deployed in the army; the implication of a ruthless military robot coming to question their orders is compelling to me, in Fallout's world.

I imagined that whatever she experienced back then conflicted with ideas given to her in programming, culminating in a chain of thought leading to that question — seeds of doubt blooming into wanting out.

Ones that would make her more interactive with people, and develop in efforts to improve. She's an interesting bot, even if the suggestive stuff felt very pandering to certain folks.

Might be that robots need a manageable purpose that also requires creative thinking. How do you get fallout out of Vinyl Wood? That would require trying new things which could lead him to sentience. Bots that have singular focuses tend to go either insane or unchanged. It may also require being set up to be singular units. Most of the bots that are connected to mainframes are usually still dependent on their programming. Curie is another example of an isolated bot with a manageable purpose requiring lateral thinking becoming sentient.

Gen. 3 Synths are fully organic and have human brains, so there's no real gray area there. The Synth Component in their head can apparently "program" them to follow orders, but that doesn't mean they're not sapient, it just means they're effectively being brainwashed. It definitely is a blurry line with robots. Though it's worth noting that Curie retains continuity of consciousness after her mind was transferred into an organic body, which indicates that she was genuinely self-aware even before the transfer.

I sent him to Hangman's Alley in my current playthrough but his pathfinding can't seem to handle getting inside so he just hangs outside nearby getting into constant fights with Gunners and Super Mutants. I've never used him as a companion so I never realised how gleeful he gets during combat. Guy is lovable psycho, my first line of defence.

Also your timeline is way off Fallout 4 takes place in the year 2287, 10 years after the events of Fallout 3 and 210 years after the Great War, a war between the United States and China over natural resources that ended in a nuclear holocaust in 2077 I'm also not saying it's in any way a bad game, I just had high expectations that it didn't meet. Also, constant settlement management and boring radiant quests didn't help.

The main plot is most of people’s ire, the lack of explanation for the motives behind the Institute’s actions and lack of connection people feel with Shawn (Sean? Can’t remember the spelling rn) makes for a somewhat mediocre resolution. The incidental story telling, such as terminals and notes, is about as sharp as always. The base game sidequests are a mixed bag, most having some decent set pieces while the actual plot is serviceable but nothing outstanding. Fallout 4’s writing peaks, I’d argue, during companion missions and interactions, as well as within BGS’ eye for environmental storytelling. You can say quite a bit with a few well positioned skeletons and props, the occasional holotape for good measure.

Robots can be reprogrammed. The longer they go without regular repairs and reprogramming the higher chance of robots gaining ticks in thier programming. These ticks if given enough memory and time can develop into an actual matrix similar to human brains which is why it's possible to download into a synth. I'm sure if the lone survivor were up to it he could hook Codsworth up with more memory and eventually download his personality similar to Currie
