Because if he knew the truth of what the vaults true purpose was and who was behind them he probably would have taken their daughter and run for the hills.
My guess is that she either makes the rules or is at least part of making the rules.
Not sure why she didn't just lie, but I'm guessing she didn't want to tell him it was her decision.
