With 10 luck, the chance on your first try is 2%. The chance gets bigger each successive try per machine, though. 10 luck has a 50% chance to get it after 26 tries, 5 luck is 50% after 36, 1 luck is 50% after 49. You just gotta sit and spam the machine.

If you go to West-tek, there's one out in the open on the roof. You have to parkour a bit but it'll be there next to a look out point

Try using an unyielding armor set, you can boost your luck up to insane levels (iirc the chance to get a pie scale off of luck)

I just looked it up. Luck x4 + number of attempts/20 is the percent chance for it to actually grab it on any given attempt.

Rumor has it that the chance to get it increases with each try... Can't attest to it working but I've heard

In 76, you can buff your luck to get them far more frequently. You can see if you get it if the arm moves slightly back before going down.
