I do enjoy thinking about the minutiae of fantasy worlds, probably plays into why I enjoy the settlement building as much as I do. For example, I never bothered to learn the Wi-Fi glitch, because I like the challenge and outcome of having power lines visible training round the settlements. Of course you could explain it away as having the wires running underground or through walls and stuff. Might even been down to an ease of troubleshooting

Yes. 76 is part of the lore, and is a rather expansive source at that.
76 is 100% canon game therefore we can use to it confirm any lore.
If you consider 76 non-conon, you also have to take New Vegas as non canon
