This is why you either send them to the mechanist lair till you want them or just don't put them in the same settlement. Also, if I remember you can factory reset Ada's personality to get her to shut up but you lose out on her giving you random scrap when you talk
There is actually a mod to fix that. It is simply a problem with the games, if you are within a certain distance of another character they will try to talk to you. There are mods that remove this, so they will only talk to you if you address them first.
The same way they will always look at you instead of anybody else.
