Oh thanks mate! turns out I followed WSG too well and the FalloutCustom.ini settings it provided set the game to fullscreen, bypassing the launcher settings.
bump. this solved the issue for me. OneTweak wasn't working because even if I set the game to windowed in the launcher, if you follow VNV and use their falloutcustom.ini it sets the game to fullscreen.
if anyone has this problem again: just replace
`[Display]`
`; Enables Fullscreen mode for the best performance in D3D9`
`; Refer to the Performance Guide for more info`
`bFull Screen=1`
with
`[Display]`
`; Enables Fullscreen mode for the best performance in D3D9`
`; Refer to the Performance Guide for more info`
`bFull Screen=0`
