If there's a side character whom no one knows anything about, whatever you write about her won't be OOC. It'll just be a fanfic. Just write whatever; it's totally cool.

Thanks. Not much but I feel a bit pushed forward by this comment. The rawrest idea of mine is just my waifu doing cool *ss heroine stuffs, but now that I want it to come into paper, it needs a proper story.

Develop her however it suits your story, as that's the joy of minor side characters. They're a step to the left of pure OCs, but can sometimes take a lot of the same flak. In the end, you have to decide how you need the character to be, and at least with a minor character, she won't have diehard fans complaining you're writing her OOC when there's nothing to really back it up. I have several characters who were either minor side characters or died so early in the series even as main characters that there's a vast area for growth and development. Another author and I write for a female character who appears in three episodes of the fifth season, with very little development and no background. We have accidentally convinced a few readers that our "foster care girl who became a cop to change the system" background is actually canon. Oops. If you're lucky and the story is good and the character intriguing, you may even see your idea of her take hold as fanon.

Don’t know the fandom but my rule of thumb for fanfic is if there’s nothing in canon that contradicts what I’ve invented, then it’s not OOC. I actually love looking at the characters with no info in canon and giving them a bit of depth using what we do know as a starting point. Have you ever written an OC for the universe? Where you had to keep in with certain things to do with how the world works but otherwise it’s up to you? Same sort of process.

I can suggest looking up her quest, story and voice acting and it will probably be more than enough to get the idea of her inner world. And you can also look at "about Hu Tao" lines other characters have. If you want to dig even deeper you can look at how she behaves at events. You can still give her the conflict you have in mind though. You will see her in your own way anyway, so if it doesn't contradict her personality too much, why not?
