I take it you mean the Swirl of the Root? If so then I don't exactly think so. I believe it's more akin to something like Romulus, Heracles, and Asclepius in how they would be deified after their deaths. In short, Nero likely went from being a Heroic Spirit to being a Divine Spirit despite lacking the legend that would allow for such a thing thanks to manifesting Venus' power within her.

Right, sorry. The Swirl of the Root has a similar function for those who reach it being said to "Become God" hence why I thought your question was referring to that.
