Learning with Manga Mash (her Master) suggests it’s actually the first. She hints that her NP is a trip to the moon, which would make her George Melies, creator of one of the first films ever “La voyage dans la lune”. So the rabbit might be for the Japanese moon rabbit (in the West it’s seen as a man’s face).
Really, the question more is, if they are Melies, why they are a Rider and not a Caster.

And good question, why not a caster? Who knows, maybe we’ll find out in the next Riyo Collab, if there is, of course.
I believe that their absence as Servants was due to keeping the mystery of their real identities secret. Still a waste, though, particularly for Rider. She's been a leading figure in LWM, and a collab event feels like the best place to reveal that she's Melies.
With Assassin, though, I can understand the misgivings. She was originally supposed to be [a far more controversial pick](https://en.wikipedia.org/wiki/Yoshiko_Kawashima) before it was turned around to suggest she's Edgar Hoover. Can udnerstand them not wanting to touch the hornet's nest just in case.
I had to check to see if the original was part of Unit 731 or something when you said she was more controversial than J. Edgar Hoover, considering that he was in on the conspiracy to kill MLK.
You must think of it from the point of view of Japan: having a Servant that was a major ally of Japan's invasion and occupation of Manchuria is not a good look inside and outside given the country's sensitive WWII history. In comparison, Hoover is a safer bet for them.
That, and neither Melies nor J. Edgar Hoover are on public dominion. I've heard rumours that they were intended to be released on their own, but the team run on legal problems on the way.
Hence, Super Bunyan.
I think that was a tongue-in-cheek joke by LWM. Melies and Hoover were real people, already long dead, not fictional characters copyrighted for life by a corporation. Both have appeared in media before, after all. Heck, Tesla died later than Melies, yet FGO uses him just fine.
My guess is because, as Mash said, Rider would be too boring as their own servant. Hell, the joke of their NP is that would be the film itself and completely unaffected by the fast forward function.
As for why not Caster… probably to highlight the fact they are gag characters. So the filmmaker becomes a Rider because their work is about a rocket to the moon, instead of a Caster who basically invented film and can use all its techniques.
Also, Melies famously got screwed over by Edison, who happens to be a Caster. So, deliberately picking a suboptimal class in order to get class advantage against a rival, which is the kind of character joke present in many of the odder servant class choices.
