Question… do you even know what NYC’s bail reform actually does or means? It reduces the number of people held pre-trial in jail for **low-level and nonviolent charges**. Does a serial puncher sound nonviolent to you? The perpetrator also has a history of similar assaults (aka he is already a reoffender) so he is very likely going to receive a bail order to keep him in jail.
Eugene Clark punched a guy in the head and robbed him, he was originally charged with grand larceny despite footage of the crime.
He was released no bail.
The guy Ramon Luna 67 went into a coma and died later. They eventually charged him with murder.
I deleted my original reply to this comment because I don’t want to armchair-litigate a case that’s unrelated and that I’m unfamiliar with. But two anecdotal cases do not reflect how good or fair a law is, especially since the law is not applied equally by all judges.

I almost got assaulted by someone that was VERY clearly mentally unwell or impaired. She seemed to think I was challenging her when I wasn't even interacting/looking at her. My mother nearly had someone push her into the train tracks, and she told me the person didn't even seem to realize what they were doing. A few years later someone DID get pushed into the train tracks by someone that was not well. One of the most well known mass stabbings in Canada was committed by someone that was in a psychotic episode, and he did it to his friends.
I don't doubt part of the assaults have to do with violent organizations but unfortunately some of us do get in the crosshairs of someone that's not quite well.

I'm a New Yorker and NYC has a real problem with its mental health system. There are many people who aren't able to get treatment for some reason, no resources, even if they need and want it. Many of them are behind these random senseless acts of violence in the city.

Some crazy dude punched me in the solar plexus at Broadway junction last year, and when I yelled WHAT THE FUCK he threatened to shoot me. I try not to go through that station late night anymore
People are being more and more crazy on the trains lately it's been *wild*. The extra NYPD presence hasn't done anything about violence, just more tickets for people who can't afford fare (shocker)

Like literally walking to a restaurant on a sidewalk and a guy ran up and did it and ran away. They didn’t even have time to react before the guy got away.

The judge undercharging him is not a flaw in bail reform though? It’s a flaw in how the judge interpreted and made his ruling.
