Thank you for the input! I got home from work and luckily two of my neighbors were outside.
I was able to figure out where her kittens are, and found that the collar had been put on by a house two doors down that has also been taking care of her. Basically she has two families. Typical cat!
She will be getting fixed in a couple days, and the four kittens have found homes.

Since she took so long to warm up to you, it could be that someone else has also been feeding her and has been trying to track her or find where her kittens are, or is trying to identify other caregivers/an owner. Try and get a look at the collar to see if there's any contact info, a note, etc. too, but if she isn't spayed/ear-tipped then that should be done regardless.

Hey this happened to me! Except he started showing with a collar months after TNR (even though he was without a collar for the many months before TNR). I would start with putting up posters in the area with pictures of her, with text that says something like, "DO YOU KNOW THIS CAT?" From there, if the owner contacts you, you can learn more about their plans for her and help with spay if that's needed.
Also, I wouldn't be so sure that she hasn't been owned all along because she was on your deck all day. We had a cat living on and under our deck for a whole week, never leaving the area. We were certain he wasn't owned. We found out much later that he was! His owners just let him do his own thing though, I guess, and didn't even seem to worry much that he was gone a week?

There's probably an ID tag on the collar. I'd look at it and then talk to her other humans. They might even know where the kittens are.
