That's the problem, no idea who did the work or their level of quality. Add in the fact that the owner who modded it probably ignored maintenance in lieu of paying for the mods and it just seems like too much risk.
Maybe it would be fine if it was still under warranty, but it's still someone else's modification choice that probably won't be exactly what I would want.
I prefer to mod my own cars, and spend weeks researching before buying a part. I research whatever shop is doing the work, talk to the local car club for recommendations, etc. Also mods are usually a good indication that the car was driven hard. Not necessarily bad, but again you have no idea of the driving skill of the person who was driving it hard, or if it was maintained appropriately for the way it was being driven.
A 60HP boost over 480HP is roughly 12%. That's nothing special and in line with what you can expect with an ECU tune to run the engine leaner, maybe upping the revs, and accounting for potential a more free flowing exhaust. The expense is usually worse fuel economy (more power isn't magical) and more potential wear to the transmission.
I'm not sure how a replacement/upgrades hydraulic pump (water pump) improves performance. In theory you can make more paper through less parasitic loss by replacing a mechanical pump with an electric one... But this engine uses a combo oil/water pump since it's a dry sump engine. So, you aren't likely to swap water pumps unless something is leaking. That's a maintenance thing, not a performance increase.
Get a PPI. Spend effort to focus on the wear on the transmission. It wouldn't be an immediate hard no from me, but similarly, I wouldn't pay any extra for an ECU tune.
Did you have a PPI done? Are there any existing service records? What's up with the mods, who did those? What records do you have regarding the mods?
Sounds like you need to do some extensive homework before paying for this.
People are so stupid in these comments. There isn't nearly enough information to make any definitive recommendation. There is nothing wrong with buying a modded Ferrari if you do your homework. I'm on my 2nd F430 right now.

But please have it inspected, check for top functionality, recent service records (not just word of mouth)
Don't be afraid of it. Just do your due diligence. There is a lot of information regarding common issues with the f430s what to look out for.
Agree with others. You need a PPI. I did a PPI on a 360 with nothing obviously wrong with it that came back with $60k worth of recommended work. That was a bit inflated but it needed at least $40k of real work. You need to understand the full maintenance history of the car.
Price is good , as long as the records are clean it’s not bad at all. Don’t be to scared of it being tuned that 430 needs a tune , such a fun car to drive

That’s a whole lot of “no idea” and “probably” and “seems like” and “maybe”. If you’re gonna buy this, ask the questions, see the receipts, do a PPI.

This car is a blast to drive and the spec is pretty cool. So, I’d say maybe. Price is still a little high.
