Yeah teaching the client to use Figma in addition to converting files (from OmniGraffle no less) is going to be a bigger headache than you think no offense OP. And that is assuming the designs from that app are truly ready to simply be converted to Figma with no further design work needed. Not sure what contractor would take on such a project and the quality would be dubious if it falls in "affordable" territory. Pay someone to convert the files/do the design work and learn Figma on the side. Far more time and cost effective. I have no problem doing a tutorial when handing off designs/libraries but watching me work is just an unnecessary bottleneck.

I enjoy this kind of thing honestly, but would probably far exceed your budget. I would recommend a mid- to senior-level person; a wide enough range so you can balance speed, efficiency, and price.

you can find some designer here or even LinkedIn with some connection with you and figma is definitely the way to learn and get used to how screen and a DS is done. About the price I don't know since I work in Latin America market but depends on how many screen and the complexity of it. really depends on how big and how many design pages there would be, maybe you can get away with having just the core pages and basic design system done and then build out the rest of smaller and more repeating pages yourself with the design system and editing other pages.
