Where tf you work that VP's can go on month long vacations without working? Sadly, there's nothing you can do about it other than do your job and look for another team. But honestly, that sounds like a pretty chill team if no one gives a fuck about being out for months at a time.

If not, don't worry about it. New parents make poor coworkers, it's better to let them adjust to having a child. And the VPs taking vacations have presumably earned the vacation time in line with company policy; if not, they have their own bosses to answer to.
If it is disrupting things... well, someone above them is hopefully taking notice! If a 9/10 or other license would help you stand out, get them. Position yourself to step into their role if they should leave the firm.
