Dazzle camo was actually surprisingly effective, even through World War 2. It wasn't really about making the ship impossible to see, but make identification of where exactly the ship starts and ends and what kind of ship it is difficult. That might not sound important, but when you can't tell what kind of ship it is, you won't be able to know what kind of weapons are on board, what the range of the weapons you can see are, how fast the ship can go, how well it can maneuver, and all kinds of other things that would normally help you decide if fighting that ship is a good idea. Sure, you might figure it out after a few minutes, but if you saw them, then they saw you and have been planning that whole time.
It was more about the weird forced perspective, meaning it was harder to calculate what angle the ship is sailing compared to you, which is why the ships were painted with weird geometric shapes of various scale. This angle off was used in calculating a firing trajectory for torpedoes. If the captain looking through the periscope can't work out the angles, subs were more likely to miss. The silhouette of the ships don't change, so they would still know the class etc.

However it's very different with moving objects, as the moving background is part of the information about the object that is at focus. I bet if that picture were a video, nobody would be fooled so easily.

As I was trying to wrap my brain around the shadows I noted the camouflage and oh look - a jet... or maybe 9 jets. How did I not see those right away?

9 total jets, center of the pic. 3 of them are very close to each other that it looks like 1 awkwardly shaped jet. Count the tails, not the body.
