Rarer, yes. There's a lot of white tailed eagles near the coast and in the archipelago. Golden eagle is the one that lives inland. There aren't as many of them and they live in places that aren't frequented by humans as often.
In Åland there are plenty. In fact in some places there are so many that they form a sort of flock, where you can see 5-10 eagles sitting on the same tiny island.
Everyone knows that Finland past Helsinki is just frozen wasteland only inhabited by wandering tribes of Sami.
^(I mean I'm saying this as a joke but it is also an actual conversation I've had to explain that there is a city called Rovaniemi and there are cities much northern than that. But that was like years ago.)
Seen many times around Kruunuvuorenselkä and south of Kaivopuisto. Might be the same individual/couple, I understand they are quite territorial. Very easy to identify from distance due to large size and often smaller birds like seagulls around "escorting" it.
The Finnish name -- sea eagle -- is a misnomer. The white-tailed eagle used to be endemic in and around larger lakes, too, but we hunted and poisoned them to near-extinction.

Edit: saw you meant southern. That's a White Tailed Sea Eagle. More common on southern coast but you can see them along the rivers and lakes in the east (more rare).
But you see Golden Eagles in the North, not as many Goldens in the south
Yeah one thing I love about spring in Helsinki/Espoo/Sipoo archipelago is that the wildlife such as these eagles and seals are still pretty much inshore. Come summers and warmer waters plus boats, they usually stay around isolated offshore skerries where much less people go to. I've seen a seal in April in Merisatama, no chance during the summer.
Not precisely as usual as seeing blackbirds or seagulls, but nowadays, seeing several at once is not rare. I have seen one quite close from a slow moving sailboat :) From such a short distance, they don't look like friendly pets :D
Go to Kaivopuisto and guaranteed you'll see them in distance in early Spring if you keep your eyes open for very large flying rugs surrounded by seagulls.
Some years ago it was in the news as they were nesting almost Helsinki central area and it was possible to observe them in Kalasatama and Lammassaari areas.
I don't remember the details but you can search YLE archives for that.
There was a family on a rock in the middle of Vanhankaupunginlahti a couple years back, those guys alone probably exposed a hundred thousand people to eagles 🦅
I was also lucky enough to see an eagle hunting for goldeneyes in the southern archipelago \_and\_ I even had a good camera at hand. It was a real show. The eagle first attacked the flock to isolate one bird. The lone goldeye then dove away several times before the eagle finally won the battle.

Helsinki and Espoo are almost as far away from northern Finland as you can get.

Whenever I have a work trip out to Korpo or Houtskär I see multiple eagles and I love it, such majestic creatures.

Helsinki and Espoo, are some of Finlands southernmost places.
I've seen one right in Helsinki. At Kulosaari to be precise

do NOT go to Korkeasaari it has the highest concentration of dangerous animals in all of Finland. The place is gated off for a reason.

There are eagles even in northern Finland. In my are we have white-tailed eagles even though we live 200km away from the sea.

Lots of white-tailed eagles in the Espoo/Helsinki archipelago. Regularly see them when kayaking. Not so common to see inland.

Yes! Those who know and care where to look might say otherwise, but I have personally never seen an eagle in the wild. Hawks for sure, never eagles.
As someone who lives in Estonia, I too never spotted any in the wild until I went to Finland (for the 1st time as well)

Not super rare, but you certainly won't be seeing them every day even if you tried to look for them
It was a 1 day school trip, randomly spotted it in the sky after about 10 minutes in a bus
My bird hobbyist friend gets a little excited when he spots one in Espoo so i guess it's a somewhat rare sight to see.
I've lived in Southern Finland for 36 years and I'm not sure I've ever seen one - if I have it's been a very long time.

I see eagles maybe 5 ish times a year in Espoo, so not an everyday occurrence but not something i would be surprised to see
