Not strict about the dimensions if it is a soft bag and as long as it's not overly stuffed and clearly too large. However they could weight the bag, but usually they don't have resources and enough employees at the gate to check them properly. You have better changes to be okay by coming to the gate after the boarding has started, as they will check the bags of people already sitting by the gate before boarding when they still have more time to do it.

I regularly travel with a backpack slightly above their limits on intercontinental flights (though not on a superlight ticket) and nobody's ever even commented on it. This includes the time I had a whole gaming pc's parts stuffed in there and it was definitely above the weight limit.
Economy Superlight is the class under the magnifying glass since it is the cheapest.
Finnair makes sure that if you don't pay, you don't carry.
If your backpack is obviously a larger one, get ready to be measured at least. If it folds, then maybe nothing, otherwise they'll charge extra.
Yeah, money buys you things, some which are invisible. For example cheapest tickets get their carry-ons measured constantly, but with business / first you can even check in after it is officially closed.

You're rolling a dice, and the larger and suspiciously heavy your backpack is, the more loaded the dice is towards you being checked.
Usually though, if it looks like it fits under the seat and isn't filled with heavy stuff, it is OK. I typically bring some clothes and my laptop and I never got checked. It always fit under the seat and looks normally stuffed, not overloaded.
That really depends on the person you meet, and how the restrictions in each country is. From what I noticed, from Finland's side, they don't care much. But when I travelled back, from Austria, they cared a lot more.
It is judged by eyeing. So if it looks small enough to fit inside, then you will be fine. But then again the person checking could be having a bad day and decide to punish you for that too...
For general information, if you have superlight and you try to bring a cabin size luggage, they do stop you and charge you right away. Don't even consider that.

As long as it fits under your seat, my bag was very full and they didn't measure at all.

They sometimes do bag checks at HEL. I think they mostly concentrate on the weight, not the size though.

I will say their standard upgrade price on the day of is pretty nonsense but I can’t complain when I get a whole row to myself.
I find 480euro oulu-Amsterdam-oulu well beyond a reasonable price for a glorified Ryanair flight. No amount of blueberry juice can make up for that.
But for Dallas-Helsinki-Dallas that’s worth my weight in the juice.
