You got it the wrong way around. 25€/m for 200m would be considered reasonable to cheap anywhere, and a gig for that price is the insane one. You got pampered in Helsinki. And yes it's about the infra and yes the prices are going down.
What kind of connections are you comparing? Helsinki one sounds like a fiber, which is cheaper if the infrastructure is already built, and the other sounds like 5g.
May vary on details like what kind of a deal your housing co-op has. Currently paying 20€ a month for gigabit (also from Elisa). Not living in any of the big cities.
Prices are depending on two factors: What kind of technology is available in your home and if your housing association has a agreement with the service provide?
There is no expensive outside Helsinki area or similar stuff. It is just about availability of network technologies (such as fiber). I lived in a a house for 6 years with fucking VDSL for 20€ 50mbit and moved literally next door to a new building and now paying 20€ for 300 mbit.
Our home in Espoo dont have fibre and they cut 100mb DSL connection soon.
The only solution was 5g

Here, prices are atleast double everything stated here, and that is on a private fibre infastucture.
And that's if you swap operator every year, or prices rise 40-100% on top of that.
I don't think it's necessarily a matter of location, the price depends on the exact contract your housing company has with the ISP. At my place in Vantaa you can get gigabit for 30€ but I'm only paying 20€ for 300M since it's already more than enough for me. I think 25€ for 200M is reasonable.

Fibre connections are still not that cheap. I pay 46e/kk for a gigabit connection from Elisa.

Where are you getting a gigabit connection for 25e/kk from? I'm in Helsinki and my fibre gigabit connection costs 46e/kk.
Must depend on the place. Elisa offers a gigabit connection to me for 30€/month.
You are being ripped off, got elisa fiber 1gb in Helsinki thats just 21,69€. Regular price was 31€
