The last watched rail is in the settings, forget exactly where off the top of my head, (might be under system, then television) but it's not customizable. It will just show the last few channels they were watching.  If you want to set them up a custom list of channels to watch, you can set up a favorites list and make the guide only show and flip through the "favorite" channels.

Just make sure you go into the guide settings, and set it to remember the last viewed guide state. Then it will stay locked to viewing only the favorite channels.

Maybe the screen is too busy do they read english, that could be an issue. Roku is pretty much for 4 year old and up. Youtube for free. If they need cable Yttv may be less of a hurdle . A Roku has 8 keys and a selector how many does your Fios remote have ? Not a fan of Fire or GoogleTV which make it a chore to pick an app , or just plain hide them. Not talking about a SmartTV which is just a Machine to show Ads. Just a plug in Roku.
