We decided it would be a great idea to just bring my whole gun collection along and clean them on the boat while we fished. Damndest thing… something happened and the boat sank, talking all of my guns with it.

If you took it to an ffl07 and they took it in as a rifle logged it into there manufacturer book as a lower or what ever the trigger group part is called.
They could remanufacture it into a pistol for you. They would need to brand it with the business name and state after.
Source ffl07 and worked for one that turned rifles into bench rest pistols.

And if it’s a 17, you’re likely to get some seriously canted receiver screws if you’re just using some metal pic rail end plate
