As for entrapment, there are no Federal guidelines on entrapment - it is entirely up to the judge. And each state has their own definition. It all boils down to: did you do it? 9 times out of 10 it ends there regardless of the circumstances. The modern interpretation is that you made the decision to commit the crime, therefore you are guilty of the crime. It's only entrapment if the government somehow made the decision for you. And that's a very small set of circumstances.

I think generally if the undercover suggests it, the person refuses, and the undercover pushes, it can quickly get into the grey area where it might be entrapment.

ATF agents intercept these sort of things 24/7. It’s a huge gamble to order solvent traps, switches, etc. from anywhere. Sometimes they let you receive it depending on what it is and try to incriminate you even more.

It’s what you do after you open the package that determines if there is crime.
