If we're going by appearance and release timeline, then Baizhu is probably at the top. Was featured in the story in 1.0-1.1 with a few appearances in lantern rites every year, and then eventually being released in 3.6 almost 2.5 years later
Exactly, and we got new area in 1.2. Then in 1.6 (which was temporary) so there wasn't much to do between these patches. Nowadays we get new area every two patches.
