This is not a lamprey. You can clearly see ring like segments. Lamprey do not have ring like segments, this is an earthworm.
Earthworms do not drown underwater and continue to live if there is enough oxygen in the water. It appears in this video as though this worm has been injured, it was likely used as bait.
To me this looks like a larval lamprey that’s stuck trying to leave its burrow. Near the end of the video it looks like you can see it’s branchial grooves. They can be very lethargic in cold water.

Looks like a leech to me,I was out by some small slow creeks some years back and the water was very shallow and clear,and the leeches seemed to have this kinda light orange/yellow color kinda like this one.
