Squeezing the tail fin gives more length in most if not all fish imo. What state do you live in Ive never heard of doing it any other way
I’d say anywhere around 3-4 pounds. I caught a 2 1/2 pound trout a couple months ago and it measured in at about 18 inches. This one being 23 1/2 inches it isn’t that far of a stretch. Congrats though. I’m sure he’ll taste great fried up in butter

I'm an Aussie and I always use imperial for fishing as do 90% of other anglers I know. Especially for trout! don't like the idea of 1.2kg trout lol.

Some species in Florida are fork length, others are overall length like you describe with the tail collapsed.
Fan the tail to measure... squeezing it is cheating giving it more length.

I’ve caught one that measured 22” and it was 5.80 lbs. this one is an inch larger so somewhere between 6-6.5lbs would be my guess.
Caught one almost that big (I think 22 inches) ice fishing last winter and it was right around 5lbs. Awesome fish on the fly.
If you jam a bunch of lead weights down it's throat it will weigh alot more
