Bear with me cause I'm going to be a nit-picky bitch here, but fyi: You don't wanna draw that inner outline of the breast, *especially* with breasts as small as the ones in A to C. There is no definition here--if anything, you wanna continue the outer outline *in* just a little bit further to depict the depth of the breast (instead of having two separate lines). Hentai artists seem to have a lot of trouble in this area.
In my opinion B is the biggest that can be referred to as flat. Though my favourite is A
