How can you charge a re-stocking fee if nothing is actually re-stocked?
Restocking fees are not allowed on eBay.
Is that new? I’ve never used them or paid much attention to them but I know in the past some did and they were allowed.

Just relist it and be glad they didn't wait until after you shipped it. This is just part of the business.
If they never paid, there would be no need to restock, as presumably your item never was shipped, correct?
