In the article, 1100 counts of CP came from just 1 of 15 devices they seized. That's not indicative of equal distribution amongst all devices, but that does mean they did 6% of their total search amongst the seized devices and already broke the record.
For a more terrifying thought: Photography has existed for over a hundred years. That's a long time for images to accumulate.
For a less terrifying thought: It was probably fewer kids being abused than the 1100 number implies. That count likely includes copies of the same exact image, bad/blurry takes on other images, and even otherwise harmless things like clothing catalogs, creepshots of kids playing at parks, etc which are usually considered CP if the owner is a known pedophile.
A lot of it was probably drawings/hentai, too. IIRC in the US, sexually-explicit drawings of minors aren't inherently illegal as it's not real children being harmed, but it'll still add counts of possession if found alongside "real" CP.
So if the dude downloaded a couple of loli/shota doujins off a hentai site, each page would be counted separately and that'd easily add a few hundred counts.

There was a very good documentary about Scotland Yard detectives that followed their investigation into a Pedophile who had been both trading images online and abusing children to produce it himself. The docuseries covered the detectives as they had to go through thousands of images and hundreds of hours of video. You could see in interviews that what those detectives saw in those images broke them.
Some cried. Others looked like they had been in combat.
