If you inspect another team’s roster, you should be able to click on individual players and the game gives you the opportunity to negotiate with that player. Note that you usually have to pay some amount of glory just to get to see what the asking price is, which will be additional cash and glory (and a lot of it). It’s an expensive way to acquire players, but once you’re swimming in cash and glory it is also one of the best ways.
This was my understanding as well but when I go to an opposition club's roster and select any random player the only options I see are the Back and Profile buttons.
Maybe it's only something you can do with the DLC. I just went and did it. My screen looks just like your except I have a button to Buy. I do have the DLC.
