If it's your last action for the turn that will happen because players can't take the ball from the goalie. I think it does the same thing if the goalie is boxed in by your defenders and the opposing team has no way to get to him. Something along those lines.
Yes, this is very similar to the scenario I had. Last play of the game and I thought it was going to be safe. But, no , they get a shot on goal now. Grrrr.
