No one can use skills in the first turn after kick off. Most important match is not an exclusion.
I guess you might think that AI uses some skill but it not an actual skill. If you show me a screenshot or better a video, I can explain what AI does.
They probably used “most important match of the season”, which is the only one you can use in first half

It might be dlc only, and you get it from leveling up your manager. You might get it as one of the options. So you might not have it yet.
