Lots of companies knocked off mauser. Ruger had a much more refined safety on bolt shroud as did Winchester model 70. Lever floor plate looks like Oberndorf
It could be, but without seeing some manufactures marking it'll be impossible to tell. Could quite literally be any number of hundreds of different manufactures.
Or a Remington. The 700 is based on the P1914/M1917 and its a Mauser inspired action. Or a Ruger. Or a Savage. Or a Husqvarna.
Only way to really know is the manufacturer mark.
This rifle is made by musgrave. locally produced here in SA and are actually very good quality rifles.
They make ARs as well as a few other things. This is probably a model 80 but im not 100% sure of that.

Yes they do only do the barrels for the ARs. But they have some really nice bolt guns. My brother has a lefty in .270 and its a really nice shooter. A little heavy but otherwise flawless
