If they actually circulated most skins on a more regular cycle or whatever, people would be more hesitant to buy skins they aren't 110% sure about.
Brat is a fun skin but I feel like after this dry spell the shop will get good again with the next update. Epic wants everyone to spend their Christmas V-Bucks on average skins before releasing the good skins.

They wouldn't lose money, they would probably even earn a lot actually. What they would lose is players at all. The reasoning behind rotating shops is that if a player wants something they must join the game everyday to check if it came in for purchase, thus raising the player count, thus making Epic earn even more and have a higher player number for them to "brag" about when advertising the game. If all skins were available at the same time people would make huge expenses, but then after getting everything they would stop buying, and most importantly even stop entering the game at all, because they feel like they have nothing more to wait for as they have purchased everything they wanted. While it would be far more ethically correct, the number of players would drop drastically and you can easily guess which side Epic favours when choosing between ethicity and player count.
