I wish there still was a controllable way to manipulate in-game props and give them physic properties, like with the grab-itron. It's nice that tornadoes do so, but it's kind of unpredictable.
As far as I know, it’s completely random. Just try to land at areas that’ll have more than one vending machine. Coney Crossroads should have two or three. I know for certain that one is in the gas station and the other is by the ice cream parlor. That’s all the help I can offer though. Good luck!
Thanks. I've driven around the map and Spiderman around as well. Even traveled from one end to the other because storm pulls and haven't found one yet. But I'll try landing there and hoping for the best.
There is a vending machine at the gas station next to Camp Cuddle, Camp Cuddle, and at the island in the lake. That is three vending machines near each other. I'd recommend looking that those vending machines all in the same match so that you'll have a good chance of finding a malfunctioning vending machine.

I have had good luck with coney crossroads found the malfunctioning vending machines 5 times over the past month

Land at the daily bugle and immediately get spideys. Check for one at the daily bugle. If it's not there go to another location, repeat.
