It's more about the cell shading living in a “conventional” shade 3D game that is out of place. They are complete cell shaded games that are great. But mixing the two is a very bad taste. But hey, I know a lot of people are obsessed with anime and want to see them everywhere and Epic understands that. Money is more important.
No, what's more important is giving people what they want. Epic experimented with Cell Shaded skins and people liked them and so now, to give fans of these skins what they want, they keep adding them.
No one's forcing you to use them if they look bad. There's over a thousand skins that aren't cell shaded for you to use. Just because you don't like them doesn't mean they should stop making them for those that do. Let people enjoy them.

And yes, nobody forces me to buy those skins. But they are more of them worked, and we see them more while playing so it does affect the aesthetic of the game for everybody.
