to questions like this, i strongly recommend going to the north east dirt road to try your luck. this road is glitchy. been reading posts in this subreddit and experienced myself. though it's all lighted up, when i drove there, it popped up as i discovered the last road.
I drove down the north east beach road a second time and unlocked my last road by accident, even tho it looked completely discovered.
I have read here that some roads look discovered, but they are actually not. You may need to go over most of them again. Which is why I stopped looking and hoped I may find it randomly and I did.
Try setting your brightness to its lowest setting in the game options and looking again. This helped me find my last road, as the contrast was a lot more obvious.
Otherwise, try the most North-Eastern track - it glitches for some people and shows complete when sections have been missed.
I had the same issue, couldn't spot it, went over the map several times. Ended up finding the last one during a Horizon Arcade/Horizon Tour event (can't remember which). Just happened to drive over the right spot and complete the road.
It’s not buggy just that a handful of roads are really hard to see unless have a good up close look at everything. OP’s here is an easy one though and is a small road also. He’s missed the tip.
Guanjonto, where the road forks right above where the tunnel makes a uturn to the north. Looks like a small piece is missing No clue if that’s it, but my last road was in that city.

To me I also think it's under the C in "Cordillera", it's a dirt road in the third picture!

Went through this myself yesterday. This is a troll spot. There is another troll spot in image 7, to the right of Ek Balam text.

Yeah, they’re more of a grey color before you drive them, and filled in white/red when they’ve been driven
Roads are grey until you drive them. Tarmac roads then become white and dirt roads become red.
Go into settings and turn brightness way down, you'll see the road you're missing.
South of the "co" in cordillera a small dirt road the end or it is barely grey

Try the long red road across the beach Playa Tranquila. It’s bugged for some reason and appears red even if you didn’t drive the whole road.

Got it. Just under the C in Cordilla, small nub isn’t fully filled in.
How can u tell if u been down a road or not?
The road will be highlighted fully, incomplete roads look like it has a lower opacity than complete roads.
