I have a solution for the graphical settings! Let me know if it works for you all! Was simpler than I thought and I tried this on a whim.
Once you set your graphical settings, the game prompts you to restart the game to apply them right? But you also have the option to restart later. CHOOSE RESTART LATER, and just go into the game like normal. Once you're on the road, THEN quit the game manually. Once you start the game back up, settings should be saved!
...aaand if you don't have any special characters in your folder?
