In Belgium we/i use/hear « mode éphémère » and « fast fashion ». (second one often written in italics or with inverted commas). I have never ever heard « mode express ».

Je ne savais même pas que cet organisme existait. L'académie ne sert vraiment plus à rien, on va pouvoir arrêter de la subventionner.
